I personally think he's stronger than the main timeline Gohan. He fought SSJ Broly in Base whilst Goten and Trunks had to go SSJ to fight at that level. Yes, there's the possibility of the kids being weaker than they are in the main timeline, but it must be Post-Budokai so I think they're as strong as their main timeline counterparts.

I always thought it's pre- World Tournament, that would explain his blue gear, and the boys being weaker and why we never see Gotenks, but TGZ's makes alot of sence aswell.

Gohan being stronger is relative to him training and getting stronger, which he never admits to actually doing. As a matter of fact, as a what if movie it seems to be running off the fact that gohan is no punk despite not having trained to get stronger during peace time. Him being as strong as broly in base or a little under just means that brolys zenkai wasnt that big after all. and that maybe his pl didnt change at all. Maybe like gohans. Gohan remembers broly as a kid, he also remembers the power. So due to brolys zenkai, gohans power waxed and waned in comparison. With the huge show it would seem appropriate to actually pit ssj2 TEEN gohan against broly. But it seemed the movie was more geared towards making broly a monster still instead of a minor threat. Im still in the belief that this alternate gohan didnt train as much as he should have. But im also in the NEW opinion that its possible he didnt lose any strength at all, but didnt gain any either, which would basically put him and broly about even. But since broly is the LSSJ in a universe where ANYONE can be a super saiyan, then it just means he's always gonna be naturally stronger in the same form. So its possible his Lssj is a prototype for an ssj2 form that didnt pan out.

It would explain Videl's presence at the very least. Vegeta's absence could be due to any number of reasons. Extreme injury due to training, not being anywhere near the battle etc. My proposed series of events : - Gohan neglects his training, goes to school, meets Videl, gets blackmailed into entering the tournament and trains for a month - Goku comes back for the tournament, it all goes as planned and Goku ends up fighting Vegeta in the Final Round. Goku goes back to Otherworld after the Tournament finishes - Gohan realises his weakness and begins to train. - Gohan encounters Broly and both of them fight, and Broly dies to a Family Kamehameha directing him into the sun.

Can't be the timeline where Gohan beats Buu post Z sword as the Kids could just fuse and destroy Broly.

Luke has a point about Fusion. The boys would've at least been well-versed in Fusion by the time Gohan was finished, and there's no way Broly is above SSjin Gotenks.

If his base level truly equaled SSjin Broly, that means that Gohan's SSjin 2 level would be unbelievably stronger than we first thought. Not only that, but so would LSSjin Broly. I just find it more than a little ridiculous that people really believe that base Gohan could ever really match SSjin Broly.
